In the van the other day I heard on the news that plumbers and heating engineers are among those professions who access people homes who are be able to flag up vulnerable people living in cold conditions to the authorities, resulting in a staggering 24,000 deaths a year.
However, due to data sharing it would involve the consent of the person involved. A lot of vulnerable people often do not want the extra fuss and might ultimately decline the offer of even more people trudging through their homes when all they want to do is relax. So what do we do then?

Personally, I believe if a person is at risk then somebody should be made aware in order for the situation to be rectified and possibly save a life. No?
